Libraries

Our practice includes the formation and representation of library entities.  We assist cities, towns and counties in the evaluation of library service and financing needs. Our firm has transitioned numerous systems into library districts and represented them in their operations, including personnel and benefits matters, intergovernmental agreements, boundary/service area concerns and statutory compliance. We have completed many library construction projects from funding through preparation and negotiation of construction contracts and supervision of the construction process.

We provide a broad range of services to governments, business entities and developers in utilizing taxing districts and limited-purpose public entities to provide for the construction, management, operation and financing of essential public services, utilities and project infrastructure, including roadways, water, sewer, drainage, streets, transportation, fire protection, park and recreation, library and other services through the creation of special districts, library districts, county and municipal general and local improvement districts, business improvement districts, and intergovernmental authorities.

Litigation | Arbitration

We have substantial experience in civil litigation matters, particularly in commercial and real estate litigation and are uniquely qualified in litigation matters on behalf of and against state and local governments and agencies.

At Seter & Vander Wall, we provide assistance to local governments and nonprofit entities as employers. We advise clients regarding compliance with employment laws and regulations, including claims brought by employees and claims prevention analysis.
